Acknowledgements
BUILDER 3.0, and previous versions, would not be available in any form without the encouragement, support, and funding made available from the U.S. Army Construction Engineering Research Laboratory (CERL), the U.S. Army Center for Public Works (CPW), and the U.S. Navy Naval Facilities Engineering Command (NAVFAC). The following individuals deserve special mention: Bob Williams, Mike Dean, Fidel Rodriguez, Chester Kirk, Dave Williams, and Dave Bohl from the U.S. Army (CPW); Richard Caldwell, Jack Feola, Harold Juhola, Harry Singh, Bob Carlsen, Charlie Schiavino, Al Antelman, Chuck Abell, Roy Morris, and Bill Merritt from the U.S. Navy; Don Brotherson from the Building Research Council, School of Architecture, University of Illinois; John Myers from the Center for Architectural Conservation, College of Architecture, Georgia Institute of Technology; and Dr. Mo Shahin, Dave Bailey, Orange Marshall, Vince Hock, Steve Sweeney, Doug Ellsworth, Mark Slaughter, Paul Howdyshell, Mike McInerney, Kirk McGraw, Jeff Morton, Don Hicks, Veda Scarpetta, and John Jurewicz from ERDC-CERL.
The work in developing the Building Condition Index (BCI) was sponsored in large part by the U.S. Navy under the technical monitoring by Richard Caldwell from NORTHNAVFACENGCOM. His help and guidance in the development of the BCI is greatly appreciated.
BUILDER RED Version 2.0 and 2.2 and the addition of GIS to BUILDER Version 2.0 and beyond were sponsored by the Naval Facilities Engineering Command (NAVFAC) under the technical direction of Mr. Harry Singh. His funding and support are appreciated.
An initial beta (field) test of the field procedures was hosted by the DPW at Fort Riley. This test involved finalizing inventory and inspection procedures. The developers thank Larry McGee, Julie Poysen, Helen Gough, and Harry Osborne for their help and encouragement.
A major beta (field) test for Version 1.0 was sponsored by the U.S. Air Force Air Combat Command (ACC). This work was accomplished at Moody AFB, GA and included a complete implementation for a number of buildings. Special thanks to Bill Luthie, Cliff Sander, and Wayne Hudson from ACC and Dick Cutforth, Lowell Klepper, and Linda Jacobs from Moody AFB for their support and assistance in making this successful test possible.
A second major beta (field) test for Version 1.1 and 2.0 was sponsored by the U.S. Army Reserve Command and involved an in-house implementation at a number of reserve centers. The implementation was very successfully accomplished by USARC personnel. The 416th Engineer Command has been very supportive in this expanding effort for the reserve community. Special thanks go to LTC Jackson, LTC Johnson, LTC Harms, LTC Tieken, LTC Patterson, Mark Tillotson and many others.
Special thanks to the U.S. Navy Naval Facilities Engineering Command (NAVFAC) and the U.S. Naval Facilities Engineering and Services Center (NFESC) for funding a portion of Version 2.2 development and testing and evaluating at Naval sites. The encouragement, support, feedback, and guidance from Mr. Bob Carlsen and Mr. Harry Singh from NAVFAC, Mr. Chuck Abell and Mr. Roy Morris from Atlantic Division, NAVFAC, and Mr. Al Antelman from NFESC were crucial to development and our special thanks are hereby stated.
The Mission Dependency Index (MDI) was developed by Al Antelman from the U.S. Naval Facilities Engineering and Service Center (NFESC), Port Hueneme, CA.
The Remaining Service Life (RSL) default data used in BUILDER were based in large part on the excellent work accomplished by Skip Neely, Bob Neathammer, James Stirn, and Robert Winkler from ERDC-CERL for the overall development of the Maintenance and Repair Prediction Model (MRPM) and related topics. Additional RSL default data were obtained from the BOMA report, "How To Design & Manage Your Preventive Maintenance Program."
The seismic evaluation procedures are based on Federal Emergency Management Agency (FEMA) procedures and the work accomplished by Steve Sweeney from ERDC-CERL.
